BAC Maintains Over 10 Million Square Feet of Federal Facilities

When most people step into a federal facility, whether a training center, commissary, or secure installation, they rarely consider the scale of work required to keep these spaces operational, safe, and mission ready. At BAC, our Total Facilities Management (TFM) team shoulders this responsibility every day, quietly supporting our nation’s defense and public service agencies while creating meaningful employment opportunities for individuals with disabilities.
Today, BAC maintains over 10 million square feet of federal facilities across multiple contracts, spanning about 1,200 miles from Hampton, VA to Bayamon, Puerto Rico. This achievement not only underscores the trust placed in BAC by federal partners but also reflects our commitment to excellence, compliance, and innovation in facilities management.
Each square foot is more than a measurement, it represents accountability to our customers; the warfighters, public servants, and civilians who rely on these facilities every day.
Maintaining this scale of responsibility requires more than manpower, it requires expertise, structure, and continuous improvement. BAC’s operations framework is built on three pillars:
- People – BAC employs and supports more than 650 individuals across its AbilityOne Program® contracts, many of whom are veterans and individuals with disabilities. Their work is not just employment; they help drive America’s economy.
- Process – Each facility operates under documented standard operating procedures (SOPs), leveraging ISSA Cleaning Management Institute training and IFMA standards along with all local required statutes and certifications to ensure consistency and compliance.
- Performance – Rigorous quality control and assurance measures ensure BAC exceeds contract requirements. From labor hour optimization to customer feedback loops, performance metrics drive continuous improvement.
This triad of People, Process, and Performance ensures that BAC delivers value, reliability, and measurable results to every client, every day.
Federal agencies depend on facility partners who understand that cleanliness, safety, and efficiency directly impact mission readiness. For example:
- Custodial standards in training environments support health, safety, and uninterrupted instruction.
- Sanitation protocols in dining and commissary facilities directly affect the well-being of service members and their families.
- Preventive maintenance and inspections ensure infrastructure remains mission-capable, extending the lifecycle of assets and reducing costs.
As highlighted in my previous article, “Total Facilities Management: A Mission Partner Through AbilityOne”, BAC’s approach goes beyond custodial work, it is about enabling operational readiness and supporting those who serve.
As BAC continues to expand its footprint in facilities management, the focus remains clear: deliver quality service, embrace innovation, and empower individuals with disabilities. The 10 million square feet we maintain today is both a milestone and a springboard, proof that inclusion and excellence can coexist at scale in federal contracting.

As Director of Operations, Facilities, Hurtado brings nearly four decades of managerial experience, work process development and improvement, and leadership to oversee the operational needs of BAC’s contracts.
- Certified Facility Management Professional (FMP), International Facility Management Association
- Subject Matter Expert for all custodial contracts, providing guidance and technical expertise to Operations Managers
- Member, ISSA Education Committee, responsible for implementation of the Cleaning Management Institute training certification curriculum
- Directs/manages 7 federal, state, and commercial custodial contracts, including three AbilityOne contracts
- Supervises each custodial Project Manager and Assistant PM, overseeing more than 200 employees
- Responsible for quality control/assurance, personnel matters, training, hiring, labor hours, contract compliance, budgeting, monitoring work methods, customer relations, and improvement initiatives
